FIELD: soil or rock drilling; mining.

SUBSTANCE: group of inventions relates to downhole tool of rotary drilling and to method of well drilling. Downhole rotary drilling tool comprises tool housing; self-regulating element made with possibility of extension and retraction, connected with tool body and at least partially protruding above tool body surface; speed control device connected to element. Speed control device is configured to cause the element to move outward relative to the tool body from the retracted position to the extended position at the first speed in the absence of application of the external force to the element. Speed control device is configured to cause the element to move inward relative to the tool body from the extended position to the retracted position at the second speed in response to application to the external force element. Second speed differs from first speed, and speed control device comprises piston to apply force to element; a biasing member configured to apply force to the element extension piston; fluid chamber connected to piston; and a pressure control device for controlling fluid pressure inside the fluid chamber.

EFFECT: technical result consists in providing a smoother surface of the borehole, preventing early damage of the cutters and longer service life of the drill bit by controlling the rate of change of instantaneous depth of cutting of the drill bit.
