SUBSTANCE: invention relates to encoding and decoding data. Encoder is configured to analyse input data (D1) in order to detect at least one modal symbol therein. Coder is configured to generate values of data of the first type, including non-mode symbols, and data values of the second type, including sequences from at least one mode symbol. Encoder is also configured to generate information indicative of the number of non-mode symbols and information indicating at least one modal symbol. Also, the encoder is configured to assemble or encode information which indicates at least one modal symbol, and information which indicates number of non-mode symbols, data values of the first type, including non-mode symbols, and data values of the second type, including sequences of at least one mode symbol, resulting in encoded data (E2).
EFFECT: technical result is high efficiency of encoding and decoding.
