SUBSTANCE: invention relates to computer engineering. Transmitting device comprises a receiver and a processor, which, during their operation, perform a resource probing procedure in order to obtain information on radio resources which can be used to transmit data by a transmitting device at a later point in time, processor during its operation performs independent distribution of radio resources in order to select radio resources in transmission window, which must be used for data transmission, on the basis of information obtained by means of procedure of probing resources during the probing window before said data became available for transmission, and wherein autonomous distribution of radio resources comprises selection of radio resources in primary subframes of transmission window, priority with respect to radio resources in secondary subframes of transmission window.

EFFECT: technical result consists in improvement of communication efficiency.
