SUBSTANCE: invention relates to communication. For this purpose, the transmitting device performs independent distribution of radio communication resources for transmission of data related to the vehicle through the interface of the secondary communication line. Application layer generates vehicle-related data and readdresses the vehicle-related data together with priority indication and one or more service quality parameters to the transmission layer, which is responsible for transmitting data related to the vehicle through the interface of the secondary communication line. Transmission layer performs autonomous radio resource allocation based on the received priority indication and one or more service quality parameters.

EFFECT: technical result is improved QoS for UE-autonomous resource allocation mode in V2X services.
