SUBSTANCE: invention relates to computer engineering. Present invention discloses a method of encoding/decoding a video signal and a device for the method. More specifically, the method of decoding a video signal comprises generating a residual block of the current block by performing entropy decoding over the video signal; if the size of the current block is less than the predetermined first size, the conversion skipping flag analysis, which indicates whether the conversion pass to the current block is applied; determining whether to analyse a primary conversion flag which indicates whether the primary conversion is applied to the current block; if it is determined that primary transformation flag should be analysed, analysis of primary transformation flag; and if the primary conversion flag indicates that the primary conversion is applied to the current block, generation of the primary inversely converted transformation block of the current block by performing the primary inverse transformation for the residual block.

EFFECT: technical result consists in efficient processing of video content.
