FIELD: soil or rock drilling.

SUBSTANCE: rotary controlled drilling system for drilling a wellbore comprises a weighted drill pipe, a drill bit, a bit shaft connecting the drill bit with a weighted drill pipe, wherein the bit shaft is connected to the weighted drill pipe by means of a connection configured to transmit torque from the weighted drill pipe to the bit shaft, and can turn relative to weighted drill pipe around connection, first eccentric wheel and second eccentric wheel, connected to bit shaft and rotating to rotate drill shaft relative to weighted drill pipe around connection, a controller for controlling the first and second eccentric wheels for matched rotation such that turning the drill shaft relative to the weighted drill pipe substantially compensates for rotation of the weighted drill pipe, and an active stabilizer mounted on the bit shaft and configured to deflect the drill bit to create a lateral displacement and an inclination angle of the drill bit in order to change the drilling direction.

EFFECT: higher rate of gain of curvature, increased smoothness and quality of well.
