SUBSTANCE: invention relates to communication. For this purpose, it is provided: determination of frequency-time resource for descending control channel of at least one terminal device, wherein frequency-time resource for descending control channel of at least one terminal device is converted in first control area in system pass band according to conversion method in first frequency area, and then in time domain; and transmitting a downlink control channel of at least one terminal device through a time-to-time resource for a downlink control channel of at least one terminal device.
EFFECT: technical result is improved operation of a communication system by transmitting a control channel suitable for 5G system.
