SUBSTANCE: invention relates to the computer equipment. Moving image decoding device, which decodes the bit stream generated by dividing the image of the moving image into a plurality of blocks and by coding with compressing said blocks, and receives a moving image, wherein the moving image decoding device comprises a motion compensation prediction module for generating intra prediction images of one of said blocks based on a prediction parameter indicating the reference image for processing internal prediction with respect to said block; and a variable length decoding unit for entropic decoding of the bit stream to obtain a binary string and obtaining a prediction parameter from the binary string, wherein the variable-length decoding unit receives an identifier from the bitstream, wherein the identifier specifies a table from the plurality of binarization tables, each of which determines assignment of a binary string for said prediction parameter, and obtains a prediction parameter by inverse binarization of said binary string in accordance with a predetermined binarization table.

EFFECT: technical result consists in improved efficiency of coding.
