SUBSTANCE: invention relates to a method of transmitting information, a network device and a terminal device. Method includes: sending, by a network device, first configuration information to a terminal device through a first control channel, wherein the first control channel is a control channel in the resource for which the first numerical value is used, the first configuration information is used to indicate the configuration in the resource, for which the second numerical value is used, and the first numerical value differs from the second numerical value.
EFFECT: technical result is reduction of costs associated with common control channels in order to rationally use system resources.
