Device comprises a switching unit - a sender, a communication channel, a switching unit - a recipient, a control unit, a unit for measuring throughput capacity, a unit for calculating blocking probability, unit for calculating risk of loss of capacity, unit for comparing risks of loss of capacity, unit for measuring time of operation and idle time, unit for calculating connectivity probability.
EFFECT: technical result is improved efficiency of communication system due to reconfiguration of its structure.
