SUBSTANCE: bandwidth limitation control device for a secondary conversion coefficient comprises a control unit configured to, when providing the primary conversion missing, which is the conversion process of the predicted residue, which is the difference between the image and the predicted image of the said image, and secondary conversion, which is conversion process of primary conversion coefficient obtained by primary transformation of predicted residue, to cause also passage of bandwidth limitation for coefficient of secondary conversion obtained by means of secondary conversion of primary transformation coefficient.
EFFECT: technical result consists in reduction of encoding efficiency deterioration.
