SUBSTANCE: disclosed invention also relates to an image processing device and method. In case, when primary conversion is passed, which is conversion process for predicted residue, which is difference between image and predicted image of this image, secondary conversion is also passed, which is a conversion process of the primary conversion coefficient obtained by primary conversion of the predicted residue. Disclosed disclosure can be used, for example, to an image processing device, an image encoding device, an image decoding device, etc.
EFFECT: technical result consists in reduction of encoding efficiency deterioration.
