SUBSTANCE: prediction-related information and information regarding transform coefficients are encoded. The transform coefficient information includes low frequency non-separable transform (LFNST) index information associated with one of the transform kernels in the LFNST transform set for the current block based on an activation flag for LFNST and a matrix intra prediction (MIP) flag. Temporal transform coefficients for the current block based on the residual samples are retrieved. Transform coefficients for the current block from the temporal transform coefficients are extracted. Information about coefficients of the transformation is formed. The LFNST index information is generated based on the transform kernel used to extract the transform coefficients. The MIP flag represents whether or not MIP is applied to the current block. In this process, the MIP flag is included in the prediction-related information.

EFFECT: increase in efficiency of video encoding.
