SUBSTANCE: method of state switching includes the following stages: a network device generates (210) instruction information which is used for instruction to the first terminal device to delete or not to delete the context information, wherein the first terminal device is in an inactive state indicating that the first terminal device and the network device are in an unconnected state, and the first terminal device and the network device store the context information of the first terminal device and send (220) the instruction information to the first terminal device, wherein the generation of the instruction information includes a stage wherein a bit sequence is generated which contains the first bit corresponding with the first group of terminal devices, wherein the data transmitted in the first bit is used for the instruction to the terminal device in the first group of terminal devices to delete the context information.
