Method consists of the following stages: if the first terminal device is in a connected state the resource configuration information is received by the first terminal device, said information sent by a network device, wherein the resource configuration information is used to indicate dedicated transmission resource; and if the first terminal device is in an inactive state, the data is sent by the first terminal device to the second terminal device using a dedicated transmission resource.

EFFECT: reduced energy consumption of the terminal device.
