SUBSTANCE: invention relates to the transmission method and a network device. The transmission method includes sending an inactive mode instruction for a terminal device to a first network device, receiving an indication sent by the first network device indicating that the terminal device is entering the inactive mode. In response to the inactive mode instruction, the second network device is indicated that the terminal device is entering the inactive mode.
EFFECT: managing the context of a terminal device when the functions of a network device are divided into different network nodes.
