SUBSTANCE: invention relates to communication technology and can be used in wireless communication systems. To this end, 5G NR user equipment (UE) and a 5G NR base station (gNB) for transmitting and receiving traffic of NR user plane data and NR control plane data are described. Both the UE and the gNB contain processor memory in electronic communication with the processor. The stored instructions are executable to process received downlink (DL) packets in accordance with a Medium Access Control (MAC) protocol upon receipt and / or a radio link control (RLC) protocol upon receipt. The instructions are also executable to process uplink (UL) packets for transmission in accordance with MAC and / or RLC transmission protocols. The MAC frame structure and / or the RLC frame structure when transmitted are in different formats than the MAC frame structure and / or RLC frame structure when received at each end of the radio link. In the uplink (UL), the MAC-CE is transmitted at the end of the frame, while for the downlink (DL), the MAC-CE is transmitted at the beginning of the frame.
