The technical result described below is achieved by the terminal determining at least two sets of resources, with different sets of resources corresponding to different types of configuration information and with the configuration information including at least one of the following: the type of DCI format, the ratio of uplink and downlink resources, and the type of downlink control channel search space; the terminal determines the first configuration information; the terminal determines the first set of resources corresponding to the first configuration information from at least two resource sets; the terminal determines the target resource from the first set of resources; and transmits signal information or data corresponding to the first configuration information to the terminal on the target resource.

EFFECT: invention is aimed at improving spectrum efficiency.
