FIELD: communication.

SUBSTANCE: first network element transmits a setup request message for the context of the user equipment (hereinafter – UE) radio bearer to the second network element. The setup request message includes at least one of the following information: the first UE binding flag, configuration information about the signaling radio bearers (hereinafter – SRB), or information about the uplink address of the SRB transmission channel. Upon receiving the setup response message for the context of the UE radio bearer sent back by the second network element, the first network element determines that the information for the context of the UE radio bearer is created by the second network element. The setup response message includes at least one of the following information: configuration information about SRB set by the second network element, configuration information about changed SRB, the second UE binding flag, information about the downlink address of the SRB transmission channel, or the value of the reason for the configuration change.

EFFECT: technical result is a reduction in transmission latency and bandwidth requirements.
