SUBSTANCE: invention relates to nuclear power, in particular to systems that ensure the safety of nuclear power plants, and can be used in severe accidents leading to the destruction of the reactor vessel and its sealed envelope. The system for localizing and cooling the core melt of a nuclear reactor uses a membrane installed between the console truss and the body. Shroud plates are installed on the outer and inner sides of the membrane. On the inner side of the membrane, a hydrogasdynamic damper is installed, consisting of outer and inner sector shells, the upper end of which is connected to the upper heat-conducting element, and the lower end is connected to the body flange and the lower heat-conducting element.

EFFECT: invention makes it possible to increase reliability of the system for localization and cooling of the core melt of a nuclear reactor due to the possibility of eliminating the destruction in the zone of hermetic connection of the multilayer vessel with the truss-console in conditions of non-axisymmetric melt outflow from the reactor vessel and preventing the falling of fragments of the reactor vessel bottom into the vessel at the initial stage of water cooling of the melt.
