SUBSTANCE: disclosed is a method for uplink access control for user equipment in a 5G/NR communication system, including: receiving, by the user equipment (UE), access category information for uplink access, containing at least a first access category information determined independently by an access stratum (AS) object; and initialising, by the user equipment, upstream access according to the access category information, wherein receiving the access category information for uplink access by the user equipment includes: receiving, from the access stratum object, by the user equipment, a first access category information determined independently by the access stratum object, and determining the first access category information as the access category information for uplink access.
