SUBSTANCE: invention relates to the field of metallurgy, namely to a sheet of anisotropic electrotechnical steel used as a material for iron cores of transformers. The sheet contains a steel base sheet and a tensile stress-creating insulating coating applied to the surface of the steel base sheet. The base sheet has a chemical composition containing, % wt.: C 0.010 or less, Si from 2.50 to 4.00, Mn from 0.050 to 1.000, S+Se 0.005 or less total, dissolved Al 0.005 or less, N 0.005 or less, Bi+Te+Pb from 0 to 0.0300 total, Sb from 0 to 0.50, Sn from 0 to 0.50, Cr from 0 to 0.50, Cu from 0 to 1.0, Fe and impurities the rest. On the surface of the steel base sheet, the arithmetic mean roughness Ra along the direction at 90° to the rolling direction, constituting the direction perpendicular to the rolling direction, is 0.60 mcm or less. On the section of the steel base sheet along the direction at 90° to the rolling direction, depressions with a depth of 0.1 mcm or greater and 2.0 mcm or less are present on the surface of the steel base sheet in the amount of 1.0/100 mcm or more and 6.0/100 mcm or fewer.
