SUBSTANCE: invention relates to means for controlling functionality of UE of limited use. In a method, a base station sends information of UE functionality configuration to a terminal, wherein information of UE functionality configuration is used to indicate, whether the terminal can send a request message for using functionality of UE of limited use to the base station; and when the base station receives the request message for using functionality of UE of limited use that is sent by the terminal, the base station sends a response message to the terminal to confirm using functionality of UE of limited use.

EFFECT: possibility of determining, whether UE supports the temporary change of its own functionality, and effective control of UE functionality.
