SUBSTANCE: user terminal comprises a setting module, which sets an area of service cell tracking on the basis of broadcasting information, a detection module, detecting whether a user terminal is entitled to communicate in a private network, a transfer module transmitting a signal requesting update of a tracking area onto a tracking area, into a basic station of a service cell, in which a detection module identifies whether the setup tracking area is referred to a private network by verification of a common identifier, which is common for private networks. The detection module detects whether a user terminal is entitled to communication to a private network by detection of the fact whether the private network that includes a service cell is the same or differs from the private network, in which the user terminal is entitled to communicate.

EFFECT: simplified control of a private network, in detection whether a user terminal is entitled to access a private network, when a user terminal reselects a cell of a private network.
