According to the data transmission method, device and communication system, which are provided in the embodiments of the present application, when the unoccupied bits in the MAC PDU are insufficient, terminal device may indicate to a network device, using the first indication information, LCG having data to be transmitted in the terminal device. Thus, the network device can timely and with a high degree of accuracy know about the LCG having data to be transmitted in the terminal device, therefore, the network device allocates an uplink transmission resource to the terminal device more accurately and correctly.
