SUBSTANCE: invention relates to a thermally cured film-forming composition. Composition comprises a binder including a polyol, a runoff control system containing a runoff control agent including a single runoff control agent based on urea or a mixture of two or multiple different runoff control agents based on urea for controlling the viscosity of the film-forming composition applied to a surface, wherein, during evaporation and thermal curing, the viscosity of the film-forming composition does not drop below the initial complex viscosity η*, and a cross-linking agent, wherein the cross-linking agent contains a polyisocyanate. The film-forming composition therein comprises less than 5.0 wt.% melamine-based components relative to the total mass of resin solids in the film-forming composition. Also proposed are a method for forming a layer of a cured coating on a substrate and a substrate containing a layer of a cured coating.

EFFECT: proposed film-forming composition exhibits both improved appearance properties and effectiveness in runoff control.
