SUBSTANCE: invention relates to the field of video signal encoding, and in particular to technologies for signaling the parameters of a set of fragments for an encoded video signal. A method for signaling the parameters of a set of fragments is proposed. The value for the syntax element is passed in the network abstraction layer (NAL) element. The value for the syntax element indicates that the syntax structure of the fragment set level is included in the NAL element. Values for one or more parameters of a set of fragments included in the syntax structure of the set of fragments level are transmitted.
