SUBSTANCE: group of inventions relates to technologies for processing video data. Method for processing the bitstream of video data, which contains the plurality of layers, is proposed. Method comprises the stage, during which the first syntax element is received in the set of video data parameters, this element indicates the maximum value of the layer identifier (ID) for any units on the network abstraction layer (NAL), which are associated with the first bit sub-stream, where the bit stream of video data contains two or more bit sub-streams, where each of the two or more bit sub-streams is the independently decoded bitstream of the video data bitstream, and where each of the two or more bit sub-streams contains two or more layers. Further, according to this method, the one-bit flag for the first layer with the layer ID value less than the maximum layer ID value is accepted for the first bit sub-stream in the video data set.

EFFECT: technical result is the reduction of the amount of data, which are transmitted by means of signaling the identifiers of the layers of the bitstream of the video data.
