SUBSTANCE: disclosed is a video processing method, which includes a step of converting between video and a video bitstream, wherein the bit stream comprises one or more network abstraction layer (NAL) units with additional enhancement information (SEI) in accordance with the rule, wherein the rule specifies that in response to the NAL SEI unit including the non-scalable embedded SEI message of the first payload type, the NAL SEI unit is prohibited from including another SEI message of the second payload type.
