SUBSTANCE: invention relates to video encoding and decoding, and more specifically to setting flags when generating an encoded video bitstream. A method for generating an encoded video bitstream is proposed, including: obtaining an internal random access point (IRAP) access unit from a video bitstream; determining whether the IRAP access block is the first access block in decoding order, whether each picture is an instant decoding update (IDR) picture, or whether each picture is the first picture of the layer following the end-of-sequence (EOS) Network Abstraction Layer (NAL) block; and if so, setting the first flag for the IRAP access block to one; and if not, determining if the second flag for the IRAP access block is externally set to an external value; if so, setting the first flag for the IRAP access block to an external value; and if not, setting the first flag for the IRAP access block and the second flag for the IRAP access block to zero; encoding the video bitstream based on the first flag and the second flag, and transmitting the encoded video bitstream.
