SUBSTANCE: inventions group relates to the production of binders, namely to a raw mix for producing an active mineral additive for cement and a method for producing it. The raw mix for obtaining an active mineral additive for cement contains, in terms of dry matter, wt.%: a by-product of the production of phosphoric acid - phosphogypsum, crushed to a grain size of not more than 5.0 mm, 40, bauxite sludge, crushed to a grain size of not more than 5.0 mm, 60, the content of hydrated water is not more than 20% of the total mass of dry matter. The method for preparing an active mineral additive for cement from the above raw mixture includes grinding phosphogypsum and bauxite sludge to a grain size of not more than 5.0 mm, loading them into separate bins, followed by sending them to an autoclave, in which heat treatment is carried out when the content of hydrated water in the mixture is not more than 20% to the total mass of dry matter and constant stirring, in an autoclave, the components are processed at a temperature of 200-220°C and a pressure of 0.8-1.0 MPa for 40-60 minutes.

EFFECT: expanding the range of widely available active mineral additives for the production of cement, which contribute to the disposal of hazardous waste.
