SUBSTANCE: present group of inventions relates to the pharmaceutical industry, in particular to highly efficient encapsulation of hydrophilic substances into liposomes. Unilamellar liposome (UL) with one lipid bilayer surrounding a hydrophilic space for encapsulating hydrophilic substances, containing: (i) at least one hydrophobic compound forming a lipid bilayer, and (ii) propylene glycol or glycerol, in which the hydrophilic space contains at least at least one hydrophilic compound dissolved in a hydrophilic solvent, wherein the concentration of the hydrophilic compound in the hydrophilic solvent is at least 80% of the saturation concentration of the hydrophilic compound in the hydrophilic solvent at 20 °C and 101 kPa, and wherein said UL contains at least one hydrophobic compound in an amount of 15 to 40% by weight of UL. Liquid composition containing at least one UL for encapsulating hydrophilic substances. A method for encapsulating hydrophilic compounds in UL, including certain stages. Application of UL as a drug.
