SUBSTANCE: the invention relates to a seasonal cooling device, concerns the issue of cooling permafrost soils for the construction of various facilities in permafrost areas, including a railway line, with a remote location from centralized power supply. The device for cooling permafrost soils includes a heat exchanger for cooling the soil, a heat exchanger for cooling the coolant, an air blower, power source, a circulation pump, connected in a closed circuit with the heat exchanger for cooling the soil, made in the form of a coil horizontally placed in the ground and a heat exchanger for cooling the coolant, made in the form of a radiator with an air blower placed on it. The power source is made in the form of a wind turbine with a shaft. The circulation pump, radiator with the air blower on it and the wind turbine with the shaft are made in one unit to ensure the drive of the circulation pump and the air blower directly from the shaft of the wind turbine.

EFFECT: an increase of the efficiency of the device by reducing energy loss during its functioning through the use of a mechanical drive of the equipment and its optimal layout, as well as by reducing the time spent on cooling the soil, due to its highly efficient cooling in the cold season.
