The method comprises: camping by a UE in a first cell of a first communication network, where the UE is in an RRC connected state; when the first predetermined condition is satisfied, transmitting by the access network device a first message to the UE, where the first message is used to indicate that the UE should transition to an RRC sleep state; registering by the access network device that the UE is in an RRC idle state; and in response to the received first message, transition by the UE to the RRC sleep state; and when the second predetermined condition is satisfied, camping by the UE in the second cell of the first communication network where the UE is in the RRC dormant state.

EFFECT: increasing the user equipment (UE) response rate to the paging message.
