SUBSTANCE: invention relates to a device for generating predictive images, a device for decoding video signals, a device for encoding video signals, and a method for generating predictive images. The technical result is to prevent loss of image quality of the encoded video signal when the pixel value is temporarily changed. The result is achieved in that the bidirectional optical flow sample prediction process block generates a prediction image using a gradient image obtained from two interpolation images, outputs interpolation images for determining the optical flow by using a weight coefficient and an offset coefficient decoded from the encoded data for weighted bidirectional prediction, and generates the predicted image.

EFFECT: preventing loss of image quality of the encoded video signal when the pixel value is temporarily changed.
