FIELD: video compression.
SUBSTANCE: invention is related to ensuring efficient encoding of global motion vectors. The decoding device includes circuitry for receiving a stream of data bits, extracting the remainder of a reference point motion vector for the current frame from the stream of data bits, and combining the remainder of the reference point motion vector with a prediction of the reference point motion vector for the current frame.
EFFECT: increase of efficiency of video image compression.
