FIELD: video compression.
SUBSTANCE: invention relates to the transmission by signalling of a global motion vector in a picture header. Increase in the efficiency of video compression is achieved in that the decoding device includes circuitry for receiving a stream of data bits, extracting a header, determining, using this header, a global motion model, and decoding the current block from the current frame using this global motion model.
EFFECT: increasing the efficiency of video compression.
