SUBSTANCE: invention relates to video encoding means. Number of reference samples in a virtual buffer containing reference samples obtained from the video image is determined based on a rule for conversion between the current video block of the video image and the video bit stream. Rule specifies that the maximum number of available reference samples in the virtual buffer is less than the size of the virtual buffer. Conversion is performed based on said determination. Current video block is coded in prediction mode, in which prediction samples are obtained from blocks of available reference samples in virtual buffer based on block vector. Reference samples marked as unavailable have location (m, n) in the virtual buffer, wherein m = (x + ( IbcBufWidthY >> 1)) % IbcBufWidthY, and n = y % CtbSizeY, where (x, y) denotes the location of the sample on the video image, IbcBufWidthY denotes the width of the virtual buffer, CtbSizeY denotes the size of the brightness CTB containing the current video block.
EFFECT: high efficiency of video encoding.
