FIELD: chemistry.

SUBSTANCE: invention relates to methods of producing mineral-based hydraulic binding materials using industrial wastes. Method of producing cement involves mixing initial raw materials, annealing and grinding, wherein the iron-containing additive used is the iron-containing Waelz process clinker, obtained during the Waelz process of zinc-containing materials and ferrous metallurgy wastes, in dosage of 0.1 to 10.0% of the total weight, at that, modulus of basicity of CaO/SiO2 clinker of Waelz process is not less than 1.5, content of iron in clinker is not less than 20%, and content of silicon oxide is not less than 10%.

EFFECT: reduced expenditures of material resources and energy resources for production of cement.
