SUBSTANCE: invention relates to a hardware-software system of a system for electronic control of sales of goods and services. Software and hardware complex contains layers which are separated by firewalls and exchange information via a wide area network. At the same time organizing the exchange of certificates for authorization and identification of the user by allocating on the operations processing server and the central operations processing server a local directory for performing the processing procedure on these servers, determining a unique user identifier for authorization on a central server for processing operations, wherein identification and authorization takes place upon presentation of a physical payment instrument, prior to the moment of the payment transaction itself, analyzing the authorization request for the user’s belonging to the program, checking limit restrictions, privileges, checking a user identifier with a database of client identifiers, recalculating prices, processing requests from software modules embedded in an automated enterprise management system, which initiates a payment transaction in case of successful identification and authorization, rules are applied in an automated system for controlling a merchant and service enterprise, received from a central server for processing operations, and goods and services are dispensed.

EFFECT: possibility of real-time identification of users at service points, provision of safe information exchange between elements of a sales system.
