FIELD: physics.

SUBSTANCE: invention relates to video encoding means. Bit stream having a profile, rank and level (PTL) syntax structure and a decoded image buffer (DPB) syntax structure is received. When a PTL syntax is included in a video parameter set (VPS), one or more output layer sets (OLS) to which the PTL syntax is applied, is set by the VPS when the PTL syntax is included in a sequence parameter set (SPS), the PTL syntax is applied to OLS which includes only one layer. When a DPB syntax is included in the VPS, OLS to which the DPB syntax is applied, the VPS is set, when the DPB syntax is included in the SPS, the DPB syntax is applied to the OLS, which includes only one layer which is related to the SPS. Syntax structure of PTL for OLS with one single layer from SPS is obtained or syntax structure of PTL for one or more OLS is obtained by decoding device for one or more OLS from VPS. DPB syntax structure for OLS with one single layer is obtained from the SPS or a DPB syntax structure for OLS is obtained from the VPS.

EFFECT: high efficiency of video encoding.
