SUBSTANCE: invention relates to communication, in particular to a method for generating an acknowledgment codebook in hybrid automatic repeat request (HARQ-ACK) mode, a method for transmitting a HARQ-ACK codebook and a method for receiving over a physical downlink shared channel (PDSCH). Method of generating a HARQ-ACK codebook includes obtaining, by a user equipment, uplink authorization information sent by a base station. Physical uplink shared channel (PUSCH), scheduled with uplink grant information, is used for the HARQ-ACK codebook transmission by the user equipment. In accordance with the downlink assignment index (DAI) value in the uplink permission information and the state, in which user equipment receives physical downlink shared channels (PDSCH), a corresponding HARQ-ACK codebook generation mechanism is determined.
