SUBSTANCE: invention relates to video encoding means. Slice is encoded into a bit stream as part of the encoded video sequence. Adaptation parameter set (APS) is encoded into a bit stream. APS contains adaptation_parameter_set_id and aps_params_type, where adaptation_parameter_set_id indicates an identifier for APS, aps_params_type indicates the type of parameter which is contained in the APS. When aps_params_type is equal to ALF_APS, APS comprises an adaptive loop filter (ALF) of the APS. Parameters of the adaptive contour filter (ALF) to be applied to the slice are determined. ALF parameters comprise a set of luma filters and/or a set of chroma filters. ALF parameters are encoded in ALF APS in a bit stream. ALF APS comprises a luminance filter signal flag ALF (alf_luma_filter_signal_flag) and chroma filter signal flag ALF (alf_chroma_filter_signal_flag), where alf_luma_filter_signal_flag indicates whether the set of luminance filters is signaled ALF APS, alf_chroma_filter_signal_flag indicates whether the set of chroma filters is signaled in the ALF APS.
