SUBSTANCE: invention relates to image processing and, in particular, to high-level syntax elements. Result is achieved by the fact that the method of decoding an encoded video bit stream comprises the following steps: obtaining an image level syntax element included in the image header of the current image by parsing the video bitstream, where the image layer syntax element is used to indicate whether adaptive contour filtering (ALF) is enabled for the current image; in the case when the image layer syntax element indicates that adaptive contour filtering is enabled for the current image, obtaining the parameter set identifier included in the image header, where the parameter set identifier is used to indicate the first parameter set containing the ALF parameter set, and where the temporary identifier of the first set of parameters is less than or equal to the temporary identifier of the current image; performing adaptive contour filtering on at least one slice of the current image based on the first set of parameters.
