SUBSTANCE: result is achieved by obtaining, from a set of frame parameters, an initial value of a quantisation parameter (QP) to be applied to the current frame, and information of QP difference values in frame header; when the QP difference value information in the frame header indicates that the QP difference value information is present in the frame header for the current frame, obtaining a first QP difference value for the current frame from the frame header; if the first QP difference value is not present in the frame header, obtaining a second QP difference value for the current slice included in the current frame from the slice header of the current slice; and determining QP for transform coefficients included in the current slice by using the initial QP value and one of the first QP difference value and the second QP difference value.

EFFECT: provision of efficient transfer of value of difference of quantisation parameters (QP).
