SUBSTANCE: invention relates to the computer equipment. Video decoding device comprises the transmission unit data receiver; an inverse multiplexer, which identifies whether the current image is the access image to the first or second time layer; and the identified current image decoder; when the current image is the access image to the first time layer, image, which is decoded after the access image to the first time layer, and belongs to the higher time sublayer relative to the access image to the first time layer, able to address the image, decoded before the access image to the first time layer, and when the current image is the access image to the second time layer, the image, which is decoded after the access image to the second time layer and belongs to the upper time sublayer relative to the access image to the second time layer, is unable to address the image decoded before the access image to the second time layer.
EFFECT: technical result consists in increase in the video compression efficiency.
