Method for encoding a video having time scalability, in which images included in a sequence of images are divided into time sublayers; classifying is performed of an access image to a time layer as an access image to the first time layer or an access image to the second time layer; as well as adding a type syntax information for identifying the access image to the first time layer and the access image to the second time layer to the transmission unit data comprising the access image to the time layer, wherein when the syntax information of the type indicates that the type of the current image is the access image to the first time layer, which allows the first image, which is decoded after the access image to the first time layer and belongs to the upper time sublayer with respect to the time sublayer of the access image to the first time layer, to address to the second image decoded before the access image to the first time layer.

EFFECT: technical result is to increase the efficiency of video compression.
