FIELD: devices or methods for influencing weather conditions.

SUBSTANCE: invention relates to the field of equipment intended for electrical effect on the atmosphere in order to modify weather conditions on the controlled territory, namely: agricultural lands, airfields, seaports, high-speed roads, open areas for various sports and entertainment events. Device for generation of electric charges into atmosphere contains fan installed in air channel and double-layer shell connected to air channel. Inner layer of the shell is dielectric, and the outer layer is electrically conductive and electrically connected to the earthing circuit of the high-voltage power supply, the high-voltage terminal of which is electrically connected to a corona-forming electrode mounted along the axis of the shell. On the surface of the inner dielectric layer of the shell, on the side facing the corona electrode, there is an electroconductive coating connected through a capacitor to the outer grounded electroconductive layer of the shell. Invention also relates to a method of generating electric charges into the atmosphere, which consists in generating a unipolar barrier discharge in the volume of a passing air flow. Discharge generation is carried out between corona-forming electrode fixed on insulator installed along axis of shell, and an electrically conductive coating applied on the surface of the dielectric layer of the shell from the side facing the corona electrode and electrically connected through a capacitor to the outer grounded electroconductive layer of the shell.

EFFECT: high efficiency of generating electric charges into the atmosphere.
