SUBSTANCE: invention is intended for electrical impact on the atmosphere, in order to modify weather conditions in a controlled area, namely: agricultural land, airfields, express roads, open areas for various sports and entertainment events, etc. The device comprises a fan installed in the air duct and a shell connected to the air duct, electrically connected to the ground loop of a high-voltage power source, the high-voltage terminal of which is electrically connected to an electrically isolated electrode installed on the shell axis. The outer surface of the electrode, facing the inner surface of the shell, is made smooth with a positive curvature of the surface of the cylindrical shell, with a radius of curvature of at least 5 mm.

EFFECT: increased efficiency of generating electric charges into the atmosphere.
