SUBSTANCE: invention relates to the technology intended for electrical influence on the atmosphere in order to modify weather conditions in a controlled area, in particular, airfields, highways, and agricultural land. The device comprises a fan installed in the air duct and a grounded cylindrical shell connected to the air duct electrically connected to the grounding circuit of a high-voltage power source, the high-voltage terminal of which is electrically connected to a discharge electrode installed and electrically insulated along the axis of the grounded cylindrical shell. The device is equipped with a thin-walled shell made of dielectric material and installed in the space between the surface of the grounded cylindrical shell and the discharge electrode with a gap relative to the grounded cylindrical shell.

EFFECT: improved efficiency of generating unipolar electrical charges into the atmosphere.
